That's because your checking function is outside of the scope of the abRegExampleSchematicCheckNew function; in my code it was within the scope and because the file had a .ils suffix, it was using lexical scoping. The schRegisterCheckRule function can take either the name of the function (where you have to use ') or the function object itself (which is what I was doing; in SKILL++ mode you have your functions stored in variables with the same name as the function).
