You can't. There's no quarter circle object in the database (there's a native ellipse, which is used for circles, but not for a portion of a circle). You can control the number of sides for conics via the Options->Editor form. You can also directly create quarter octagons by hitting F3 after doing Create->Shape->Circle - but you'll see there that the number of sides has to be specified if it's a quarter or half circle.
