k is the number of cycles that the jitter is accumulated over. No, however in IC617 ISR17 (and later) together with SPECTRE171 you can now find the "edge phase noise" after running a Jitter (sampled) analysis (the new reformulation of the pmjitter analysis) - this is available on the direct plot form.
